The ETIS-BASE study was carried out between 2002 and 2005 on behalf of DG-TREN by consultants: NEA (NL), NESTEAR (FR), ISIS (IT), Universität Karlsruhe (DE), MDS Transmodal (UK), Sofres (FR), MKmetric (DE), VTT (FI) and ETH (CH).

ETIS-BASE created the first European Transport Information System (ETIS) database for the base year 2000. At the time a number of organisations were designing methodologies for transport models, but to develop these into actual models capable of covering European transport flows on a larger scale, there needed to be a central database containing the main building blocks, as otherwise the development work for the models would be inefficient and the results would be inconsistent. This approach allowed different researchers to focus on different sectors, and to build models that could be linked, sharing common inputs and data structures.

Later the work was extended and updated by the ETIS-PLUS project in 2012.
